Responding to these actions, OpenAI chief executive officer Sam Altman said that the ChatGPT-maker might consider leaving Europe. According to a report by Reuters, Altman has also explained that the company will be forced to make such a move if it is unable to comply with the upcoming artificial intelligence (AI) regulations by the EU.

The EU is expected to draft the first set of rules to govern AI globally. Under this law, companies that are deploying generative AI tools (like ChatGPT) will have to disclose any copyrighted material that has been used to develop their systems.
Earlier this month, EU officials reached a consensus on the draft of the bill. The draft will now be debated between the representatives of the Parliament, the Council and the Commission to finalise the details of the bill. The lawmakers have proposed a category named a General Purpose AI System that will account for AI tools with more than one application. This includes generative AI models like Microsoft-backed ChatGPT.

At an event in London, Altman noted that OpenAI will try to comply with the regulation in Europe before considering pulling out of the region. “The current draft of the EU AI Act would be over-regulating, but we have heard it’s going to get pulled back. They are still talking about it. There’s so much they could do like changing the definition of general-purpose AI systems. There’s a lot of things that could be done,” Altman said.
He also highlighted different areas that could be subject to modification like revising the definition of general-purpose AI systems. Altman claims that there is a lot of room for improvement and adjustment in the proposed regulations.
